Job Description

Eccalon is seeking a highly capable and experienced Program Analyst to provide direct analytical, communications, and strategic coordination support to a Senior Advisor within the Office of the Deputy Assistant Secretary of War.

The Program Analyst will operate in a high-visibility environment supporting executive leadership across a broad portfolio of policy, programmatic, and industrial base matters. The successful candidate will be a strong writer, critical thinker, and self-directed professional who can receive broadly defined assignments, identify the actions required, and independently develop high-quality work products for senior-level review and decision-making.

This position requires the ability to analyze complex policy and program issues, assess available courses of action, and provide clear, well-supported recommendations. The Program Analyst will also help align organizational priorities and activities with current and emerging Department of War, federal, and industry developments.

The individual must be comfortable engaging with senior government officials, internal leadership, industry representatives, and other external stakeholders. A hybrid working arrangement is required.

Key Responsibilities:

Provide direct analytical and programmatic support to the DASW Senior Advisor and other executive leaders, as assigned.

Independently receive, assess, organize, and execute assignments involving policy, strategy, stakeholder engagement, and organizational priorities.

Evaluate policy options and courses of action, identify potential risks and impacts, and develop clear recommendations for executive leadership.

Prepare polished executive-level written products, including decision memoranda, issue papers, briefings, talking points, correspondence, reports, meeting summaries, and leadership updates.

Help align office activities, initiatives, and engagements with current and emerging government and industry trends.

Represent or support executive leadership during meetings, working groups, engagements, and other coordination activities.

Develop meeting materials, conduct background research, capture decisions and action items, and independently drive follow-up activities to completion.

Review program and policy materials for accuracy, consistency, completeness, and alignment with leadership priorities.

Support strategic planning, organizational assessments, special projects, and time-sensitive executive taskings.

Identify gaps, emerging issues, and opportunities for improved coordination, policy alignment, and organizational effectiveness.

Maintain awareness of sensitive information and exercise sound judgment and discretion in all communications and engagements.

Perform additional duties in support of executive leadership and mission requirements.

Required Qualifications:

Secret clearance required

Bachelor’s degree in Public Administration, Business, Government, Policy, or related field.

Ability to work effectively in a hybrid environment and report onsite as mission requirements dictate.

Three or more years of experience supporting federal programs, executive leadership, policy organizations, acquisition activities, industrial base initiatives, or related government missions.

Mid- to senior-level written communication skills, including experience preparing executive correspondence, briefing materials, decision memoranda, issue papers, talking points, reports, and leadership summaries.

Familiarity with Department of War acquisition, small business, industrial base, innovation, or economic development activities.

Preferred Qualifications:

TS/SCI Clearance

Master’s degree in public administration, business, government, public policy, national security, or a related

Demonstrated ability to independently manage assignments from initial tasking through final execution.

Strong judgment, discretion, professionalism, and attention to detail when supporting executive leadership.

Demonstrated ability to analyze policy options, identify risks and implications, and develop actionable recommendations.

Experience translating complex technical, policy, or program information into concise materials for senior leaders.

Familiarity with Department of War acquisition, small business, industrial base, innovation, or economic development activities.

Working knowledge of federal acquisition policies and regulations, including the FAR and DFARS.

Experience engaging and coordinating with government, industry, academic, nonprofit, and other external stakeholders.

Strong organizational skills and the ability to manage competing priorities, short deadlines, and sensitive assignments.

Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, Outlook, and Teams.
